CLIP TO RETAIN THROTTLE CABLE (PEDAL END)

This clip fits on the pedal to help retain the throttle cable- It was obsolete but the spring on the carb end keeps it from sliding out anyway. Probably just a security feature on HS4 carbs at the time.
